- Unpacking the Spatial Vision: We dissect the Spatial Development Framework (SDF) to identify the spatial vision, and more so, to identify the municipal spatial structuring elements and priority development areas.
- Integrated Demand Gathering: We rationalise all capital demand in one succinct structure as it helps to understand the current known demand within the municipality. The CEF provides insights not only from a modelled demand perspective but also from a known-demand perspective – which represents all the registered capital community needs, sector master plans and the like.
- Prioritisation Model: Based on a municipality’s unique conditions, needs, and strategic vision, we work with the municipality to compile a prioritisation rationale that is measurable and transparent. Once the rationale is defined, it is converted into a prioritsation model that identifies how each capital project aligns with the strategy of the municipality.
- Affordability Planning: From the long-term financial plan, our team identifies what is sustainable affordable over the analysis period, and start to craft an implementation plan that falls within the limitations of financial affordability
- Implementation Roadmap: The last component of the CEF’s we develop is the Capital Expenditure Implementation Programme (CEIP) which outlines the medium-term implementation plan, in alignment with the Medium-Term Expenditure Framework (MTEF). The synchronisation of the implementation roadmap with the expenditure framework is pivotal in ensuring that through daily operations working towards a better future, the municipality still work towards the same shared vision and strategy.
