What is Project Prioritisation?
When discussing prioritisation, we all understand that it refers to the process of determining the order of priority of a group of elements. Project prioritisation is a process where you work out which projects are the most important so that you can focus your often limited resources on successfully delivering projects most aligned with your strategy. It can be argued that prioritising projects in the business environment, is one of the single most important capabilities as it is the determining factor that decides whether or not an organisation’s investment portfolio is set up for success, delays or failure.
When discussing project prioritisation in the municipal environment it is important to adopt a methodology that provides a way to rank or sort a diverse set of projects into an order of importance based on each project’s alignment with several objectives of the municipality.
CP³ provides a means for ranking projects based on criteria or principles that are the most important to focus on first in terms of meeting the municipality’s overarching developmental objectives and strategies. This also assists in promoting coordinated and aligned departmental planning and budgeting.
The following principles have shown to be central to successful project prioritisation in the municipal space:
- Scientific: measurable criteria based on best practice to produce reliable results;
- Participative: ensure key stakeholders adopt the base principles underlying prioritisation;
- Transparent: afford all stakeholders the ability to review the results reasonably easily;
- Adaptable: flexible model design to allow for immediate changes, as experienced in the municipal environment, and;
- Collaborative: to harness institutional knowledge across disciples.
The next few posts will explore this concept in more detail, exploring the benefit of adopting and maintaining a system-based prioritisation methodology that ultimately guides capital investment.
