What are the core components of a CEF? The CEF plays a dual role, acting not only as a guiding investment framework but also as a rationale for capital investment planning. Within the framework, a CEF should be updated on a yearly basis as it is intrinsically linked to the municipal budgeting process, and provides a municipality with invaluable insights in the form of proactive long-term planning, data validation, project synchronisation and prioritisation.
The initial development process of a CEF comprises of several sub-processes, each interacting with another at some point in the process of compiling a CEF. These four sub-processes were traditionally managed in isolation which was a symptom of a silo-based approach, however through the CEF, an integrated approach to municipal planning and finance is realised. These four sub-processes include:
- Spatial Structuring – where the spatial realities are observed, and the structuring elements are defined. This is done through a detailed socio-economic assessment and an evidence-based functional-area identification process is concluded;
- Infrastructure Demand – where a population-based demand model indicates the programmatic need for various infrastructure services and facilities and informs subsequent prioritisation;
- Financial Modelling – where the financial sustainability of the municipality is determined considering various historical trends and assumed future-based realities which enables the identification of an affordability envelope over the planning horizon, and;
- Collaborative Planning – where a centralised project-level prioritisation rationale and multi-criteria assessment framework allow for iterative scenario planning and programme compilation;
It is important to that a CEF serves as the nexus where numerous planning endeavours converge, ensuring that implementation and development is not a haphazard and responsive pursuit but rather a guided framework which is marked by strategic coherence, spatial awareness, financial sustainability, and socio-economic sensitivity.
