The Waterberg family – the District together with the local municipalities of Bela-Bela, Lephalale, Modimolle-Mookgophong, Mogalakwena and Thabazimbi – sat around one table this week for a whole-of-district IDP Forum, facilitated and organised by Novus3 in partnership with the Waterberg District Municipality, Munsoft and its member municipalities. A whole-of-district approach means every project is captured to one standard — spatially located, mSCOA-tagged, prioritised, scheduled and budgeted in MTREF format — turning MFMA Section 52, 71 and 72 reporting from a burden into a by-product. One source of truth, from the IDP through to the SDBIP and the capital works plan, brought to life through interlinked dashboards: district overview, GIS map, capital by municipality, and the forward MTREF pipeline.

We were pleased to contribute our experience and lessons learned from developing numerous Capital Expenditure Frameworks (CEFs) and supporting the IDP process for municipalities across South Africa through our CP3 platform.
