The Integrated development plan (IDP) sets out a municipality’s goals and development plans, which need to be aligned with the municipality’s available resources. The IDP is the starting point of the local government accountability cycle as it determines the trajectory of the municipality for the perceivable future: it is concerned with not only the long-term planning of a municipality but also concerned with how the municipality will achieve it, together with the progress made to execute on the long-term plan.
This processes is facilitated by CP³ through project collection, regulatory compliance, preparation and the (re)prioritisation to align to municipal strategy. In addition to this, a municipality’s planning and budgeting cycle has different phases within the annual IDP cycle , each with its own unique compliance with legislative requirements. Municipalities utilising CP3, incorporates CP3 and the IDP process plan through a Technical Task Team (effectively a capital budget steering committee). This ensures that the capital budget is technically, financially, and strategically aligned whilst ensuring all deadlines are met exceptionally.
