At the recent Local Government National Indaba, Novus3 contributed to a panel discussion titled:
“Exploring practical approaches to improving spatial planning and integration in addressing the legacy of fragmented development and inequality.”
The session focused on the challenges municipalities face in aligning spatial planning with broader development goals. Discussions highlighted the need for a more coordinated planning platform to streamline intergovernmental processes and reduce fragmentation. A strong case was made for institutionalising long-term priorities that extend beyond political cycles, ensuring continuity and stability in municipal planning.
The importance of spatial targeting also came to the fore but not just as a technical tool, rather as a strategic mechanism to align policy, planning and prioritisation. The conversation emphasised the need for municipalities to clearly articulate how projects are prioritised, and to ensure that investment needs are visible and collaborative across all spheres of government. Insights from this session will inform the upcoming White Paper on Local Government, contributing to the national reform agenda led by CoGTA.
