On the 26th of August 2022, Novus³ was invited to participate in the Institute of Municipal Engineering of South Africa’s (IMESA) Northern Provinces Branch seminar and AGM. The theme this year was: “Adapting to our changing world”.
The purpose of the seminar was to demonstrate innovative solutions in various fields relevant to the municipal environment and to show how these innovations can assist municipalities to adapt and improve.
Novus³ presented a framework for innovation in the context of the Local government Accountability Cycle (LGAC) with a specific focus on the CP³ system that is used by the City of Tshwane and others (colloquially called ‘CAPS’ by Tshwane officials). The audience was taken through the ways in which the system has assisted municipalities to automate and simplify the complex legislated processes associated with the LGAC and the associated capital planning and budgeting process and the subsequent in-year reporting processes. It was demonstrated how each component of the accountability cycle was measured against selected innovation criteria to assess how the CP³ system has improved the ways in which the City approaches the LGAC.
