We solved the challenge of identifying the most eligible capital projects for the Integrated Urban Development Grant (USDG) within a metropolitan municipality. Our parameters were to find the top 100 projects that were best aligned to the USDG eligibility model, with the potential to double the impact of the grant within the municipality.
To achieve this, we applied the USDG-eligibility Prioritisation Model using CP3, developed by Novus3. This model interpreted the criteria of the USDG Framework, enabling the identification of the most eligible and least eligible capital projects within the municipality for USDG funding.
The results showed that the USDG projects identified by human judgement scored lower in terms of the USDG-eligibility model. By using the CP3 model, the municipality can fund projects with much higher alignment to the USDG framework than they are currently funding, unlocking a variety of socio-economic spin-offs when considering the rest of the municipality’s capital expenditure budget.
The application of CP3 in this context enabled the municipality to optimize decision making, which is one of the many applications of the CP3 suite within the municipal space. With the use of CP3, we were able to identify the best-aligned projects to the objectives of the Integrated Urban Development Grant, allowing the municipality to efficiently allocate resources and maximize the impact of their grant funding.
