When it comes to prioritising projects, it’s important to have a clear and structured way of assessing their impact on the community and the environment. That’s why we recommend using a modification of the “PESTLE” method as part of a multi-criteria assessment framework, in conjunction with the CP3 suite.
PESTLE stands for Political, Economic, Sociocultural, Technological, Legal, and Environmental factors. CP3 modified this approach for local government by replacing the “L” with and “F”, which represents the word “Finance”. By taking these factors into account, we can evaluate a project’s potential impact on the triple bottom line (economic, social, and environmental), as well as its compliance with ESG (Environmental, Social, and Governance) criteria.
Here are some of the benefits of using PESTFE in the prioritisation process:

- Most importantly, it provides an objective and transparent method which is principle-based. When the outcomes from the model is not optimal, the respective criteria of the POSTFE model can be debated instead of the individual merits of individual projects that are not necessarily directly comparable.
CP3 is a powerful tool that enables the easy configurable adoption of the principles encapsulated in the PESTFE-based prioritisation process. These criteria gets set up in a bespoke manner to refelect the needs of each municipality – there is no “one size fits all” generic solution, and that is the key! By using CP3, project scoring and ranking is automated based on alignment and responsiveness of the municipality’s own unique set of objectives.
